With putty comes a command line tool called pscpscp. You need to open a cmd shell to use it. You alternatively can use a GUI tool like WinSCP.
Change into the the folder on you PC where the flashimages-23.01.01-rc46.tar.gz is located.

In putty On the beronet device change into the /tmp/mchroot/tmp folder and check if the file copy worked and then extract the actual flash tool from the archive.
